Leonard M. Ketchens, (Mike) is a Senior Technical Auditor specializing in physical security. Mike’s experience in the electric and gas utility sectors spans more than 40 years. During this time, Mike established and implemented the architecture and physical security plans for the protection of facilities subject to Homeland Security’s Chemical Facility Anti-Terrorism Standards (CFATS). Mike also established and implemented physical security plans for critical natural gas processing plants and electric substations. Mike’s other responsibilities included the development and implementation of a Root Cause Analysis (RCA) program for incidents involving death or major injury to utility employees; development of the architecture and implementation of physical and cyber security programs in compliance with the North American Electric Reliability Corporation (NERC) Critical Infrastructure Protection (CIP) version 1 standards. Mike has served as chair of the Physical Security Subcommittee of the American Gas Association (AGA), as a member of the Edison Electric Institute’s (EEI) Physical Security Subcommittee, and as a member of the NERC Physical Security Guidelines Working group developing guidance for CIP-014.
