Biography of Dr. Joseph B. Baugh
Senior Compliance Auditor, Cybersecurity at WECC
Dr. Joseph Baugh began his career in the electrical industry in 1973 as a groundman, served his apprenticeship, and became a journeyman lineman primarily on high-voltage transmission line projects nationwide. He became bare-hand qualified and performed live line maintenance at Arizona Electric Power Cooperative [AEPCO] starting in 1982. He became a System Operator in 1990 and then held various technical and managerial roles in IT related to information networks and cyber security beginning in 1998. In his last role at AEPCO, he moved back into Power Operations to manage the Power Traders and Schedulers in 2008. After Dr. Baugh retired from AEPCO in 2011, he joined the WECC Cyber Security team in his current position as a Senior Compliance Auditor.
Dr. Baugh holds a Bachelor of Science degree in Computer Science and an MBA from the University of Arizona. His PhD in Organization and Management was conferred by Capella University. He teaches undergraduate courses in information technology and leadership for Cochise College and the University of Arizona. He also teaches graduate and doctoral courses in leadership, business management, and organizational behavior at the University of Phoenix. Dr. Baugh’s current research interests include organizations in transition, information security, and team dynamics.
Complementing his academic qualifications, Dr. Baugh holds globally recognized professional certifications including the Project Management Professional (PMP), Certified Information Systems Auditor (CISA), Certified Information Systems Security Professional (CISSP), Certified Information Security Manager (CISM), Certified in Risk and Information System Control (CRISC), National Security Agency INFOSEC Assessment and Evaluation Methodologies (NSA-IAM & NSA-IEM) and is also certified as a NERC System Operator. Dr. Baugh regularly participates in panel discussions, presents papers, and facilitates workshops to international audiences at various professional and academic venues across North America and Europe.
